on National Innovation Systems for High-Level
Policy-makers in the Asia-Pacific Region

Introduction
The Forum is the first of its kind for
high-level policy-makers in the Asia
Pacific region. It is being organized
in cooperation and support from the
Department of Scientific and Industrial
Research, Ministry of Science and Technology,
Government of India. As countries of
the region are at different stages of
the NIS exercise - some in the process
of implementation, others in the planning
stage and the rest, as yet, unaware
of its importance, the Forum will be
segmented into three sessions. The first
session of the Forum will provide basic
understanding of NIS with an academic
pundit giving a discourse on what is
NIS, what are its essential elements
and what is the role of actors in this
system. There will then be a presentation
about process, procedure, core elements,
major actors and their roles and implementation
of an action plan of NIS. Following
this, there will be a question and answer
session covering theoretical and practical
matters in preparing and implementing
an NIS policy framework in member countries.
In the second session,country representatives
would present the progress and practices
of NIS in their countries. During this
session participants can share good
NIS policy frameworks and practices
so that participants can learn how to
develop an effective NIS policy framework.
And in the wrap-up session participants
will draw up recommendations for effective
development and management of NIS in
member countries.
