Background
The 56th Commission Session of ESCAP
has endorsed I.R. Iran's proposal
to host the permanent secretariat
of Regional Cooperative Policy Mechanism
(RCPM) to promote the Transfer of
Environmentally Sound Technologies.
The Iranian Research Organization
for Science and Technology (IROST)
has taken initiative to carry out
the activities as per the target areas
for RCPM. The target areas are:
- To help developing countries for
accessing the scientific and technological
information.
- To promote the adoption of environmentally
sound technologies (ESTs) in the
developing countries.
- To support endogenous capacity-building
for the assessment and adoption
of ESTs.
Objective
A joint ESCAP and APCTT mission to
IROST, I.R.Iran would be undertaken,
as per the request of IROST to assess
its capabilities to host the permanent
secretariat of RCPM. As per the recommendations
of the workshop of RCPM held in Bangkok,
26-28 October 1998, a permanent secretariat
of RCPM should concentrate on the
following broad areas:
- Development of international information
networks linking national sub-regional,
regional and international systems
- Support for and promotion of access
to transfer of technology
- Capacity building for managing
technological change by organizing
training programmes and workshops
- Identification of environmental
consultancy available in the region
- Resource generation by approaching
developed countries and multilateral
financial institutions for assistance
and partnership in ESTs.
Programme
The ESCAP/APCTT mission to Tehran,
I.R. Iran, 6-9 May 2001 would examine
the feasibility of establishing the
RCPM Secretariat at IROST. In this
connection the mission would discuss
with IROST officials and other concerned
officials of partner institutions
in Tehran, the capability of IROST
to host the secretariat of RCPM and
also to prepare a base document for
the proposed Expert Group Meeting
(EGM) on RCPM to be organized by IROST/APCTT
in I.R. Iran. The EGM is proposed
to be organized in September/October
2001.
