Background

The Asian and Pacific Centre for Transfer of Technology (APCTT) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is assisting countries in the Asia-Pacific region to strengthen their respective National Innovation System (NIS). In addition to capacity building activities carried out on specific areas of NIS identified by the countries, APCTT-ESCAP since 2005 has been organizing meetings of the Asia-Pacific NIS Forum on a specific area of common interest identified by the member countries. The first Asia-Pacific Forum on “Promotion of NIS” for high-level policy makers was held in April 2005 1 followed by the second Forum on “Governance of NIS” for senior policy makers held in November 2010 2 . The third Asia-Pacific NIS Forum on “Diagnosis of NIS and Development of STI Strategies in the Open Innovation Framework” was organized in April 2015 for key national institutions studying and analysing their national innovation systems. APCTT-ESCAP has been carrying out the NIS activities under projects supported by the Ministry of Science and Technology, Government of India.
